California Highway Patrol History

Originally, the state of California created the "California Highway Patrol" as a branch of the "Division of Motor Vehicles" within the "Department of Public Works", with an executive order signed by Governor CC YOUNG on August 14, 1929.

It was later confirmed as a legal department by Governor Earl WARREN's Executive Order in 1947.



The CHP has thus seen its missions and responsibilities evolve through the strengthening of the "State Vehicle Act" and its merger in 1995 with the few staff of the state police.



Currently, it is organized as an important component of the California State Transportation Agency (CALSTA).



In addition to its patrol missions on California highways, the CHP also takes on other missions including the protection of state buildings and their surroundings (including the "California State Capitol") and the protection of California personalities. CHP also works with state and federal law enforcement agencies, offering assistance with investigations, patrols, and other aspects of law enforcement missions.



The California Highway Patrol is the largest state police agency in the United States with over 10,700 employees, of which approximately 7,500 operate in the field as law enforcement officers.



The mission of the "California Highway Patrol" is to provide the people of California with the best service in victim assistance, road services and of course, Safety (Safety, Service and Security).

Missions

Its jurisdiction extends over all California state routes, United States highways and highways, and interstate highways and highways. Local police or local sheriffs departments having jurisdiction in the cities for which they are employed are responsible for enforcing the traffic laws of those cities. However, the CHP is authorized to intervene and prosecute offenders there in order to enforce California traffic regulations.



CHP officers enforce California traffic laws (including speeding), pursue fugitives on roads and highways, respond to traffic accidents, debris, dead animals, and other obstructions that could interfere with traffic flow. They are often the first on the scene of an accident and it is they who, most of the time, notify the emergency services, tow trucks and motorway personnel (caltrans).



The CHP publishes statistical data on traffic accidents in California through the SWITRS (Statewide Integrated Traffic Records System) database.



After the attacks of September 11, 2001, the CHP was assigned responsibility for providing security at a number of potential terrorist target sites in the State of California. These sites include the Golden Gate, nuclear power plants, government buildings, and some major infrastructure. It also has a 24-hour SWAT team to respond to any terrorist activity.



In September 2005, the CHP sent resources to the US East Coast to help those affected by Hurricane Katrina. Before the National Guard arrived, the CHP had four helicopters patrolling New Orleans, over forty vehicles on the ground, and over 200 officers and other personnel, including a SWAT team, deployed in New Orleans to prevent looting.



The close protection of the Governor of California is part of the responsibilities of the CHP.
